MEETING MINUTES FOR APRIL 2, 2003

SPRING/SUMMER SCHEDULE for the TASK FORCE

NO MEETINGS in JULY & AUGUST

September 3 &endash; Resume monthly meetings. Meetings are held on the 1st Wednesday from 9:30 a.m.&endash; noon, State of Michigan Library, Lake Ontario Room, 3rd floor, 717 West Allegan, Lansing, Michigan.

Co-chairs Lisa Brewer and Kristen McDonald-Stone called the meeting to order shortly after 9:30. Each person gave a self introduction and the group adopted the agenda.

UPDATES ON THE BUSINESS OF THE TASK FORCE

MICHIGAN DEPARTMENT OF EDUCATION, Early Childhood & Parenting Programs,
Judy Levine reporting:
1. 21st Century Community Learning Centers - There will be four technical assistance (TAs) meetings for these programs. Funding applications are due on May 13 and reader sessions to evaluate the applications will be on June 3. READERS ARE NEEDED.
2. Michigan School Readiness Competitive Grants &endash; Two TA sessions are coming up. Funding applications are due on April 23 and the reader session is on May 19. GRANT READERS ARE STILL NEEDED. The Department will announce grant recipients after the Legislature and Governor pass a budget, which could mean delay in those announcements this year.

FINANCING EARLY EDUCATION PROGRAMS

Bob Redmond, Branch ISD Superintendent, discussed the possibility of the Legislature reinstating one-half mill in school property taxes that was cut from the statewide school mileage rate for 2003. This could raise considerable money, though on a one-time basis, for early education programs.

REAUTHORIZATION

TANF - Jane Zehnder-Merrell, Michigan League for Human Services reporting:TANF reauthorization is moving slowly in Congress. President Bush's announced plan has drawn criticism from both parties in Congress. The Bush plan would require states to put more welfare recipients to work, and require each recipient to work more hours. It would tighten the definition of what counts as work, making it harder to enroll in vocational education, and job search would not count at all. The proposal did not offer any new child care money, though the administration now supports a modest increase in spending. Because the Senate failed to renew the program last year, the 1996 law is currently extended through June 30, 2003. Some legislators have expressed reservations about significant new requirements on the states. It does seem apparent that the Senate bill will eventually look much different than the administration's proposal and the House bill.

HEAD START REAUTHORIZATION

Kristen McDonald-Stone, Michigan Head Start Association, reporting: Reauthorization is delayed because of the war, though the bill is expected to move from the U.S. House to the U.S. Senate by Memorial Day. The Senate seems opposed to block granting Head Start to the states. However, Governor Granholm will probably opt for block granting if offered the opportunity. She has indicated that she wants Michigan to retain Head Start's performance standards if the block grant comes to our state. The President seems intent on moving Head Start to the U.S. Department of Education from Health & Human Services. This will be hotly contested in Congress. Michigan U.S. Reps Fred Upton and Vern Ehlers will be on the committee that develops the Head Start legislation.

NEWS FROM THE ADMINISTRATION
1. NANETTE BOWLER, Director of FIA, and the chairperson of the Governor's Children's Action Network (C.A.N.) will be our headline speaker at the June 4 Task Force meeting. At the June 4 meeting, FIA will also conduct a public hearing dealing with Michigan's Child Care Development Fund State Plan, which is revised every two years.
2. LYNNE MARTINEZ, former State Representative and good friend of this Task Force, was appointed by the Governor as the new Children's Ombudsman.
3. KAREN ALDRIDGE-EASON, from the Mott Foundation, was appointed as the liaison between Michigan foundations and the Governor's Great Start initiative.
4. JOCELYN VANDA was appointed by Nanette Bowler to administer the day to day/week to week work of the Children's Action Network.
5. MIKE FLANNAGAN, also a good friend of this Task Force, is no longer the Governor's education advisor (as planned from the start) and has returned to his Executive Director station with the Michigan Association of School Administrators. He continues to advise the Governor often.
6. CAROLE HAKALA ENGLE is no longer the Director of the Bureau of Family Services in DCIS. The Bureau oversees child care licensing.
IRMA ZUCKERBERG has replaced Ms. Engle on an interim basis. Ms. Zuckerberg will be the headline speaker at the May 7 meeting of this Task Force.

CHANGES IN CHILD DAY CARE LICENSING

The Task Force discussed needed changes in child day care licensing. There was broad agreement on the need to advocate for returning to the case load management approach used for many years until late last year. Moving licensing to FIA is also desirable.

Under the recent reorganization of licensing, records of applicants for new and renewal licensing/certification has been delayed because the various forms that come with each application have been separated with no idea of how to put them back together. Thousands of paper forms will have to be sorted out then reunited, application-by-application. Area managers, who lost much managerial power under the reorganization, will have more managerial decision-making power under the new administration. Consistent with this, records that had been taken from field offices will be returned so local decisions can be made. Feel free to contact DCIS Director, David Hollister, P.O. People who have stories that demonstrate needed changes in child care licensing should share those stories with Kristen McDonald-Stone (kristen@mhsa.ws) and Lisa Brewer(Brewer@mi4c.org).

OTHER ANNOUNCEMENTS:

*Governor Granholm appeared before a large crowd at the Michigan AEYC conference held in Grand Rapids in late March. Ms. Granholm presented a proclamation noting that April is the Month of the Young Child®.
*Dr. Bruce Perry, the internationally acclaimed brain scientist and expert on early childhood abuse/neglect, will be at the Lansing Center on April 23. Cost is $55. Forms & info are available through the Michigan Trust Fund by calling 1-800-CHILDREN or going to www.michiganschildren.org
*Provider Appreciation Day is May 10, 2003. On this day, employers of child care providers make a special effort to thank their providers. Visit www.Provider Appreciation.org for information.
*There will be a Fatherhood conference in Lansing on April 10 and 11, sponsored by the Michigan Head Start Association.
*Joan Firestone has made an audio CD that contains her article, "Building Children's Brains." Contact Bob Redmond at Redmondb@branch-isd.org to request a copy.
*Michigan's Children has produced an excellent "Budget Brief" that gives details on how the budget process works in the Michigan Legislature, and current committee members of budget committees.
*The Michigan Head Start Association will hold a parent's day at the State Capitol on April 30. About 1000 participants are expected.
*The task force advocacy network obtained over 300 new members last week at the Michigan AEYC conference. (The final figures as these minutes are written is 1260 email and 141 snail mail for a total of 1402 compared to a total of 1056 last month.)

The NEXT MEETING will be on May 7, 9:30 a.m. - noon, State of Michigan Library in Lansing, the Lake Ontario Room.
