The meeting was called to
order shortly after 9:30 a.m. Lisa announced that Richard
was unable to attend this meeting because he had other
obligations this day at a Michigan's Children event.
Also, Richard had accepted the Executive Director
position for the Michigan Head Start Association and
would begin his new job on April 12. He intends to
continue as Co-chair of this Task Force.

BUSINESS OF THE TASK
FORCE
Department of Education,
Cheryl Hall
1. State Aid
MSRP: the Comprehensive Community Need and
ResourcesAssessment (CNRA) is available for school
districts to enter data on numbers of eligible
children with a due date of April 21. The Department
hopes to post MSRP allocations by May 13, but that con
happen only if every school district completes its
CNRA. Readers for applications are needed on May 7, 14
and 21 -- all day and WITHOUT reimbursement. Readers
should see this as a wonderful professional
development opportunity. The 2004/05 applications
should go out July 16 with the due date likely to be
30 days later.
2. The Governor
proposed striking MSRP language that lets schools use
these funds for parent involvement and education
programs. In this fiscal year, some 800 4-year-olds
are without MSRP because of this option. MDE estimates
that some 300 districts would lose existing funds if
this language continued into fiscal 2005.
3. Competitive MSRP:
The FY 2005 budget still proposes a continuation of
$12.25 million. Technical assistance (TA) sessions
will be held on April 20 in Lansing and April 23 in
Gaylord. Readers are needed for the grant
applications. Information on this will be available on
the MDE web site on April 19.
4. Even Start
&endash; Reader sessions on this will occur on April
14 and May 3.
